The highlight of the Conference was an address delivered by the former President of the Republic of South Africa, Dr Nelson Mandela, to an enraptured audience. Sir Brian Elwood, Chief Ombudsman of New Zealand and President of the IOI, remarked of Dr Mandela that, had events been otherwise, he would have made a very fine ombudsman.
